Moray council survey identifies Roseisle speeding issue





A SPEED survey undertaken by Moray Council has identified speeding issues in Roseisle outside Elgin.

Surveys were carried out in the village last month after residents raised concerns about the speed of traffic in the area.

One was carried out on the B9013, to the south of the crossroads between May 19 and May 25 but no issues were identified in that area.

However, the survey conducted on the C25E West, which is within a 30mph speed limit, showed that vehicles travelling towards the Roseisle Maltings averaged 37.9mph.

And vehicles travelling into Roseisle from the Maltings averaged a speed of nearly 36mph.

Nicola Moss, Moray Council's Head of Environmental and Commercial Services, issued an update on the situation to Moray MSP Richard Lochhead.

Ms Moss said: "This indicates that drivers approaching the settlement are not slowing down until they are further into the settlement.

"We will share this information with Police Scotland and they may choose to undertake some of their own speed monitoring and enforcement activities on this stretch of road."

Residents cite what they consider to be poor signage in the village as the cause of the issues and many have called for improvements.

Moray Council say they will undertake a further review but added that any change to the current signage is dependant on the budget available.

Ms Moss added: “Whilst the signage on the western approach to Roseisle is compliant with the Traffic Signs Regulations and General Directions, we will undertake a further review to see whether, subject to compliance with regulations, any enhancements to the signage would be justified.

"Any changes would be subject to the availability of budget for new signs and road markings."

Mr Lochhead wrote to Police Scotland and Moray Council to ask them to consider requests for improved signage and for a new speed survey to be carried out last year. He has welcomed the latest update.

"It’s clear the council’s survey identifies an issue with traffic speeding into the village from the maltings end and I welcome the commitment to share this information with Police Scotland so they can carry out enforcement activities on this stretch of road," Mr Lochhead added.

"I’ll be contacting the Chief Inspector locally to seek assurances that they will carry out some activity in this area in order to ensure people driving into Roseisle are doing so at a safe and legal speed.

“Concerns were also raised with me by residents about signage and although the council tell me the current signage is compliant with current regulations, I am glad to hear that a further review will be carried out to see whether there’s a case for enhancements.

“I’ve shared the latest update from the council with residents and I will listen carefully to their feedback on these issues.”
