Moray Council seeks creative arts partner for transformation of former Gordon Arms Hotel and M&Co building in Elgin

Moray Council is calling for help to significantly transform the site of the former Gordon Arms Hotel in Elgin.

The former M&Co building and Gordon Arms Hotel on Elgin High Street will undergo a full refurbishment with investment from the UK Government’s Levelling Up Fund in the hope of breathing new life into the area.

The council is looking for a dedicated creative arts partner to take on the upper floors of the building to establish a “dynamic arts facility”.

It is hoped that once complete, the space will showcase exhibitions which will provide opportunities for both local and visiting artists. It will also offer space for workshops and creative events.

The ground floor is set to be transformed into a flexible hub featuring retail, hospitality and office units.

The aim, according to the local authority, is to create a “dynamic” mix of retail and food and drink offerings that will enhance the town centre and provide an exciting shopping experience.

The council is open to proposals from a single organisation or a partnership of multiple operators who will collaborate closely with the design and build contractor.

The council will also provide ongoing support throughout the refurbishment and operation phases.

Councillor Marc Macrae, chair of Moray Council’s Economic Development and Infrastructure Services Committee, said: "This project represents a fantastic opportunity to revitalise a key site in Elgin’s town centre.

“By bringing together creative, retail and hospitality spaces, we want to create a dynamic destination that benefits residents and visitors while supporting local businesses.

“We’re keen to hear from innovative partners who share our vision and can help bring this exciting development to life."

Expressions of interest are invited by March 14 with full applications due by April 11.
